To Whom It May Concern: As the Dean of Stonewell College, I have had the pleasure of knowing Hannah Smith for the last four years. She has been a tremendous student and an asset to our school. I would like to take this opportunity to recommend Hannah for your graduate program. I feel confident that she will continue to succeed in her studies. 我國(guó)從1996年開始，在選拔公費(fèi)留學(xué)人員上推行了一套標(biāo)準(zhǔn)和方法。在全國(guó)范圍內(nèi)試行以“個(gè)人申請(qǐng)、專家評(píng)價(jià)、平等競(jìng)爭(zhēng)、擇優(yōu)錄取”為原則的新的選擇辦法，對(duì)公費(fèi)出國(guó)留學(xué)人員提出了許多新的條件，引起了社會(huì)的廣泛關(guān)注。國(guó)家規(guī)定，公派公國(guó)留學(xué)的申請(qǐng)人應(yīng)具備如下條件：
1、政治條件
熱愛祖國(guó)，熱愛中國(guó)共產(chǎn)黨，熱愛社會(huì)主義，思想品德優(yōu)良，在實(shí)際工作和學(xué)習(xí)中表現(xiàn)突出，積極為社會(huì)主義現(xiàn)代化建設(shè)服務(wù)。
2、業(yè)務(wù)條件
(1)高級(jí)訪問學(xué)者：主要是高等學(xué)校、科研院(所)及大中型骨干企業(yè)的重點(diǎn)學(xué)科、重點(diǎn)實(shí)驗(yàn)室、重點(diǎn)科研項(xiàng)目的學(xué)術(shù)帶頭人或技術(shù)骨干及列入帶頭人梯隊(duì)的后備人員;或目前參與國(guó)家、部門、地方重點(diǎn)科技攻關(guān)、重點(diǎn)學(xué)科、重點(diǎn)實(shí)驗(yàn)室建設(shè)和重點(diǎn)工程項(xiàng)目建設(shè)，并確有需要到國(guó)外進(jìn)行高層研究的人員。申請(qǐng)人須具有高級(jí)專業(yè)技術(shù)職稱。其中具有正高級(jí)專業(yè)技術(shù)職稱者年齡不超過55歲，具有副高級(jí)職稱者年齡不超過45歲。申請(qǐng)者應(yīng)具有相當(dāng)?shù)膶W(xué)術(shù)、科研、技術(shù)等成果，或在教學(xué)、科研、管理和生產(chǎn)建設(shè)中做出突出成績(jī)(如近期獲得省、部級(jí)以上科研、技術(shù)攻關(guān)成果獎(jiǎng)，有突出的科研技術(shù)成果和高水平的專著，或在國(guó)內(nèi)外一級(jí)刊物上發(fā)表有較大影響的學(xué)術(shù)論文，或有重大的科技發(fā)明創(chuàng)造，或在生產(chǎn)、管理中有突出的工作業(yè)績(jī)等)者，將優(yōu)先予以選拔。
(2)訪問學(xué)者1類：申請(qǐng)者應(yīng)為在本人所從事的學(xué)科領(lǐng)域內(nèi)有較深入的研究，并取得一定成果的教學(xué)、科研、技術(shù)、管理人員，并且已經(jīng)獲得博士學(xué)位或具有高級(jí)專業(yè)技術(shù)職稱。申請(qǐng)者年齡一般應(yīng)在45歲以下。
(3)訪問學(xué)者2類：申請(qǐng)人應(yīng)該為在實(shí)際工作中做出成績(jī)、確實(shí)有必要出國(guó)培養(yǎng)的教學(xué)、科研、技術(shù)、管理人員以及從事非通用語種學(xué)習(xí)、地區(qū)問題或某些特定專業(yè)研究的人員。申請(qǐng)人應(yīng)具有大學(xué)以上學(xué)歷，并且畢業(yè)后至少已經(jīng)工作兩年以上。年齡一般應(yīng)在45歲以下。
3、外語條件
以上各類公派出國(guó)留學(xué)申請(qǐng)人員都應(yīng)能掌握相應(yīng)國(guó)家的語言文字，能夠比較熟練地運(yùn)用外文閱讀專業(yè)書刊，并具有一定的聽、說、讀、寫能力，經(jīng)過短期培訓(xùn)即能用外語進(jìn)行有關(guān)學(xué)科的學(xué)術(shù)交流。出國(guó)大學(xué)生和研究生的外語必須達(dá)到能聽課的水平。進(jìn)修人員和訪問學(xué)者必須參加國(guó)家教委組織的出國(guó)留學(xué)人員外語水平考試(EPT)并達(dá)到國(guó)家規(guī)定的分?jǐn)?shù)線，或同一語種外語專業(yè)本科畢業(yè)，或曾在同一語言國(guó)家留學(xué)一年以上。
4、健康條件
各類公派出國(guó)留學(xué)人員的健康狀況，必須符合出國(guó)留學(xué)的規(guī)定標(biāo)準(zhǔn)，必須經(jīng)過省、市一級(jí)醫(yī)院檢查并得到健康合格證明書(證書有效期為1年)。
凡符合上述規(guī)定的中國(guó)公民，均可提出申請(qǐng)。
國(guó)家公費(fèi)出國(guó)留學(xué)人員必須履行按期回國(guó)服務(wù)的義務(wù)，并與國(guó)家留學(xué)基金管理委員會(huì)簽定《資助出國(guó)留學(xué)協(xié)議書》。該協(xié)議書由選派單位和公派出國(guó)留學(xué)人員雙方簽字，并經(jīng)公證機(jī)關(guān)公證后生效�！顿Y助出國(guó)留學(xué)協(xié)議書》的內(nèi)容，包括國(guó)家和單位對(duì)公派出國(guó)留學(xué)人員規(guī)定的留學(xué)目標(biāo)、內(nèi)容、期限、回國(guó)服務(wù)的要求，向留學(xué)人員提供經(jīng)費(fèi)的規(guī)定，以及派出單位和出國(guó)留學(xué)人員雙方的其它權(quán)利、義務(wù)和責(zé)任等。如留學(xué)人員不按協(xié)議規(guī)定履行回國(guó)服務(wù)的義務(wù)，則應(yīng)償還出國(guó)留學(xué)期間的全部費(fèi)用。
